Team TelecomMitigation agreement

What it does The LOA requires GCX Holdings, Vanco US, Vanco Solutions, Reliance Globalcom Services, and 3i Infrastructure to maintain U.S.-based law-enforcement and security contacts, support lawful interception and requests for U.S. records, and restrict disclosure or access by foreign governments, entities, and persons absent U.S. approval. It also imposes personnel screening, cybersecurity and system-security plans, incident reporting, controls over principal equipment and outsourced or offshored providers, advance notice of ownership and service changes, annual reporting, audits, and DOJ site-visit rights.

Who it affects The commitments bind the GCX Companies and 3i Infrastructure and apply to their telecommunications infrastructure, U.S. records, personnel, vendors, managed network providers, network operations centers, and foreign service relationships. DOJ, including the FBI, receives review, objection, inspection, and enforcement functions, while the FCC application and authorizations remain the regulatory vehicle.

Why it matters The agreement operationalizes Team Telecom mitigation for a Section 214 ownership transfer, linking telecommunications authorization to continuing controls over data access, lawful process, cybersecurity, supply chain risk, and foreign ownership. Breach or unresolved risk may support FCC action against relevant authorizations.
