What it does The Public Safety and Homeland Security Bureau and Office of Engineering and Technology describe a potential update based on BIS’s January 16, 2025 connected-vehicles rule under Executive Order 13873. The contemplated additions are (1) automated driving systems and completed connected vehicles supplied by persons owned, controlled, or directed by the PRC or Russia, and (2) specified vehicle connectivity systems hardware, including hardware with integrated covered software. The notice asks whether this is the correct implementation, how to assess whether hardware is intended for inclusion in a U.S. vehicle, and how rules for equipment authorization, Supplier’s Declaration of Conformity, exempted devices, and the Cyber Trust Mark would apply.

Who it affects The inquiry affects connected-vehicle manufacturers and suppliers, applicants seeking FCC equipment authorization, telecommunications certification bodies, test laboratories, and parties participating in the Covered List proceeding. It does not itself make a final Covered List addition; the Appendix presents a potential update.

Why it matters The notice explains that Covered List treatment could bar new equipment authorization for covered equipment and impose certification-related consequences. It also highlights the unusual prospect of a category-based entry rather than one naming specific entities, and seeks transparency before acting.
