Conditional approval

What it does PSHSB finds that each Conditional Approval is a “specific determination” that the identified equipment does not pose unacceptable risks to U.S. national security or the safety and security of U.S. persons. It therefore updates the Covered List and publishes revised Covered List and Conditional Approvals appendices. The notice explains that foreign-produced UAS, UAS critical components, and routers generally remain covered unless an applicable exception or Conditional Approval applies.

Who it affects The action directly concerns producers and users of the listed UAS, UAS components, and routers, including Innovation First International, Sagemcom USA, and the companies identified in Appendix B. It also provides guidance context for telecommunications certification bodies, test laboratories, and equipment-authorization applicants.

Why it matters The notice shows how executive-branch device-specific determinations alter the scope of the FCC’s supply-chain restrictions without removing the broader categories of foreign-produced UAS or routers from the Covered List. Conditional exclusions are time-limited and remain reflected in the FCC’s published lists.
